Vizconde Massacre Case Cover-Up and the Philippine Justice System
What happened to the Vizconde massacre case here in the Philippines is a pure oppression of rights.
After 15 years, the accused led by Hubert Webb, Tony Lejano, Pyke Fernandez, et al, were acquitted (Dec.14, 2010)to the crime that is considered to be the crime of the decade.
The public sentiments go to the widow, Mr. Lauro Vizconde, where his wife (Estrellita) and two daughters (Carmela & Jennifer) were murdered by a gang of rich youth at BF Homes, Paranaque City in 1991.
I was still a radio reporter, then; and we're following closely the case in a blow-by-blow account. I remember, the freed policeman Gerardo Biong, burned all the evidences that will surely nailed the suspects.
Even the testimonies of the two house helpers of Mr. Vizconde and the major witness Jessica Alfaro were trashed into the bin by the supreme court. Why wait for more than a decade for a decision like that? It's a waste of time.
The hope of justice for Mr. Vizconde dimmed suddenly because of the SC ruling. The notion, JUSTICE DELAYED, JUSTICE DENIED is very much evident in the Philippine justice system.

Motion for Re-consideration
Is there still to consider after 15 years of the highly-televised hearings and the biting remarks of two sides, the accused and accuser?
Well, after visiting the tombs of his beloved wife and two daughters, Mr. Vizconde decided to ask the help of PAO (Public Attorney's Office), They're the lawyers that are in full force to help this grieving widowed father without the usual money matters.
The PAO's lawyers will plea to the Supreme Court judges to have a second look (maybe read and understand thoroughly) the video tapes, compiled litigations and other documents regarding the 'crime of the decade'.
Mr. Vizconde's camp, with the backing of VACC (Volunteers against Crime and Corruption) still have 6 months to bring back to jail the suspects again.
Why, motion for reconsideration? Because the SC ruling will be 'double jeopardy, if Mr. Vizconde will re-file the case.
Shedding light on the case will be another painstaking years to Mr. Vizconde.
I don't know if it will just be a waste of time again.

As for the freedom regained by Hubert Webb and 5 others due to their acquittal against Vizconde massacre case, the ones being blamed are the Philippine National Police (PNP) and the National Bureau of Investigation (NBI).
In times of SOCO (Scene of the Crime Investigation) or CSI (Crime Scene Investigation), the most important thing is the DNA Testing or profiling. With just a strand of hair, fingerprint, blood stains, etc. the perpetrator will be found guilty if the evidence will come out pointing at him.
But during those times, DNA testing in the US was still new but the Philippines can make the DNA profiling but the semen sample was lost under the watchful eye of NBI! Some insiders got a hold of that very prominent evidence that will nail the suspect.
The negligence of PNP and NBI made the case a waste of time and money. Imagine, 15 years! The greatest cover-up of a very senstive case to date!
Because of these errors, the country is in a bad light again. My personal view is that this will not happen if those who are working as vanguards of human rights are doing their work properly.
The present administration of President Benigno Simeon C. Aquino III is now re-training investigators to apply the techniques along with the latest gadgets the PNP and NBI should be using.
And the most important thing, police authorities should really take care or guard the scene of the crime. No things should be removed until investigators or forensic experts have done their works. The place should be cordoned and all should be in their gear, (uniforms, gloves and all) in order not to alter the scene.
Policeman Gerardo Biong was put to jail for 15 years because of altering evidences by burning the linen and bedsheets of the Vizcondes. Several important evidences were burned along with it (the bloodstains, hairstrands, semen and God knows what).
If only DNA testing was immediately conducted, justice will immediately be served. And Mr. Lauro Vizconde will not be looking for justice anymore.
