What does being Ghetto mean?

What is Ghetto.....

We all have heard someone say, oh she's Ghetto or he's Ghetto and they are usually speaking about a African-American person. Being Ghetto is not in a persons race or ethnicity or even where they live. Being Ghetto is the way a person behaves and carry themselves. Being Ghetto can even be the way a person act, dress or even speak. There is Ghettoness in all races, ethnicities and in every neighborhood around the world.

Now the American Heritage Dictionary defines Ghetto as:A usually poor section of a city inhabited primarily by people of the same race, religion, or social background, often because of discrimination (Heritage 2000). Personally I don't think that, that definition is correct. Just because you live in an area that is a "slum area" does not make who that person is. But, by the Grace of God any of us could end up living in a poor area of the city therefore, does that make you Ghetto?
