Water specifically yes. Water in general no.
A person can go quite awhile without eating over a month isn't all that uncommon for fasting. But you will die after only about a week without sufficient liquid intake.
Just remember that you get water in almost everything you eat or drink.
As to the old adage that you need to drink 8 8oz glasses of water everyday that is pure BS. I would never get out of the bathroom.
You do need the liquid intake but it comes in many forms.
BTW it is possible to OD on too much water and it can be fatal.
