I think all children should learn appreciation for the arts. That being said, some people just aren't interested in music, art, dance, theatre, etc. I have so many friends who would rather beat their heads against a wall than attend an art showing for any length of time. And that is totally fine. I myself can't stand watching hockey, and have no real passion for sports in general. But I did play soccer when I was younger, and watched/cheered/supported my brother's various athletic pursuits. I have a real appreciation for sports, and the effort, talent, and skill of all athletes.
Children should be taught appreciation for the arts, but with the understanding that they don't have to love or be passionate about the arts to appreciate and understand what the arts contributes to society.
