Can a judge in a court room legally ask the nationality of your name?

In visiting traffic court yesterday, the young lady before me had a difficult name to say. The judge asked what nationality is that? She replied German she believed. The name is no consequence, it sounded Polish to me. My Grandmother sat down with me when I was small and attempted to teach me the nationality of names. I of course rebelled loudly. My Grandfather supported me and the conversation was forever ended. Should this be a legal question? I just saw a college is asking about being gay. I believe we need to revamp our laws and eliminate these questions and tracking completely.
