Should people who behave like untamed animals be ousted from societal interactions?
This question answers its self. Consider the behavior of an untamed animal. Say, that the untamed animal is a large, wolf-like dog. Let's say, a 150 lb German Shepard. Consider how powerful this animal is. He has strong, powerful jaws, his teeth can ripe through skin, tendons, bone even. With a single bite, he could ripe the face off of a small child. Would you, for a moment, consider allowing such a wild, untamed animal, roam about, or interact, with people in a civilized society? Of course not.
Consider this! A dangerous, out of control person, especially one who is in a critical political office, is more dangerous that a wild dog. Much more dangerous to society.
