my thought are that it is in the students with the relationships to their parents and teachers. some parents don't have the time to check up on their kids, and the teachers end up picking up the slack but are stuck with over 30 students.
I graduated class of 2006 at Banning High school. I still remember going to class and just doing the least amount possible to get a passing grade. i spent most of my class time sleeping. I had geometry in the morning and I remember that I was only awake when there was a test, I would quickly finish it and get an A. I think it really just takes discipline from parents and teachers.
