I was a music major, but I understand that not everyone wants to be in choir, band, or orchestra. I would have been miserable in art because I can't draw or paint.
I do believe, though, that school should not just be academics for 7 hours. I think ALL kids need Physical Education. I think ALL kids need some kind of technology, media literacy, computer course. And I think ALL kids need some kind of creative outlet class - photography, art, music, dance, BUT, my creative outlet is different than yours, so maybe auto shop is the way Joe expresses himself whereas Monica finds advanced math her creative mojo flow.
Secondary school should be about preparing students for college and/or careers. Some students need the arts to survive, but others need something else. Let students decide when they schedule their classes, and let there be lots of choices so they can explore.
