Actions have consequences.
If someone breaks the law they have to deal with the punishment that comes with it. The only other options are to fight to have the law overturned or simply attempt to runaway and start anew somewhere else.
Lots of people come from toxic environments but do not break the law. In the U.S.A. a 13 year old and even younger can be tried in court as an (adult) depending on the crime that was committed.
Nevertheless it's always a possible that a (great) lawyer and a (sympathetic) jury may elicit a favorable verdict.
It's really a roll of the dice.
