Ancient China vs Ancient Rome, which is tougher?

Ancient China and Ancient Rome, are the two most powerful Empire in the ancient world, West Rome fall in 5th century, East Rome fall in 13th century. China fall in mid 19th century. But we can't denier they were the most powerful, till then. But, the two of them never engage in war and only trade, in Persia. (Because traveling back and forward between the two take 6 years minimum) there are much debate amount historians which would have upper hand in war, most Eastern historians believe Rome would win, but Western historian believe China is more powerful. What do you think?

But Roman could never conquer and hold Persia. At its height, Rome could never hold Germania, which was confederated and not organized at all.
