Not necessarily - some homeless people will turn around and spend their money on alcohol/drugs so you could say you're contributing to their addiction, too (though there's no way of knowing for sure and I wouldn't always assume that was the case).
No Aime it can't be true with every homeless, there may be a few. Since two cases were mentioned and a gesture of help was to be decided which side it could be beneficial? So that was the answer.
