Social and Cultural are distinct. There is no such thing as a socioculture. There is a Sociocultural Theory but it does not address a dynamic where these two distinct ideas are blended. It focuses on the benefits of social interaction in improved cognition; there in suggesting that people or persons from a different culture should socialize outside their own comfort zone.
It really isn't appropriate to use the word congruous as a negative here. In others words to be in agreement or in harmony with losing is contradictory.
The fore mentioned theory is a lot of academic dribble about obvious cultural and social dynamics. Assimilation is natural to people of a different culture settling somewhere new. It fails to work however when ignorant government officials create policies that entitle immigrants and engineer society to alleviate the need for assimilation.
