Is the purpose of WADA regulations to protect the health of the athlete or the fairness of the game?


"The WADA (World Anti-Doping Agency) Code is a document aiming to harmonize anti-doping regulations in all sports and countries. It embodies an annual list of prohibited substances and methods that sportspersons are not allowed to take or use." It seems, from this description, that the primary objective isn't to protect the health of the athlete, but rather standardize the rules. Does this mean that the agency could ban certain health practices like Acupuncture that are good for athletes but give them a competitive edge?
