2. Those with below average IQs thus with lower economic prospects AND inability to control fertility

Those who choose to have children out of wedlock despite it is nearly guaranteed to cause poverty for children because they want children but the welfare system punishes them if they do marry with loss of welfare benefits, so they have children out of wedlock vs none at all (9% of married blacks with children are in poverty vs 22% of unmarried white women with children, so the marriage gap is more important than racial gap)
