   I have sent a package of presentments to the IRS as instructed by Winston Shrout but really...
   
   don't know what to expect seeing as no one is talking about the time involved. Do you have any idea of how long it takes for the bills to be paid? Also, no elaboration on what happens when/if you endorse your a4v to chargeback to a company ex. Duke Power as opposed to yourself. Winston didn't explain the reason for charging back to a company and I'm not sure if I should be doing it.

   I have no idea of the time it would take, I personally have never tried it. 
   
   As to  Duke Power, is this a utility bill?  If you have used the goods or services provided to you in any contract, you have a moral if not a legal obligation to repay that debt.
   
   In my opinion the only contracts that could successfully be A4V'd would be debt incurred by you, when you have not entered into, or endorsed a contract.
   
   Society revolves on the successful completion of contracts.  Our whole idea of civility resides in a contract.  If you have entered a contract, free from duress, then you would hold the obligation to fulfill your end of the contract.
   
   If the contract is imposed upon you without your consent or endorsement, then there is no obligation on your end. IMO
