Well, it's a bit hard to give you anything exact without knowing what type of computer you are using. If you have a Mac, I would stick with the GarageBands software and just create your loops with a MIDI keyboard.
If you are using a PC, I would go for Reason 2.0 or newer, as that's given me the best looping results and it comes with tons of sound loops already, as well as effects to use with a MIDI keyboard and a basic drum machine. It's expensive, but relatively easy to use. I believe they have some free-trial downloads on cnet.com as well, so you could see if it's easy for ya to navigate.
Cubase SE is another program I really enjoyed in complement to Reason. It doesn't come with a lot of bells and whistles, but it's a lot easier to use then some of the fancier programs.
If you're looking for something lower on the budget, you could try out some new programs like Looplabs, which is fairly simple to use. It's almost too simple for my taste, but it's free and you can email yourself the loops to use in which ever recording program you have.
