Jazz as a musical recycling mechanism

Today, Monday, Labor Day, September 5, 2011, I listened to the afternoon NPR news programs, "All Things Considered." On that program I heard about a Jazz band called Deep Blue Organ Trio, who has just released an album called "Wonderful," which is a cover of some of Stevie Wonder's greatest hits. I think Jazz is the only musical form that takes as one of its special projects, the reinterpretation of songs from the R&B/Soul/Blues genres. Does anybody know when and why this happened?
