In Looper, why is the mob in the future sending people back to the past to be killed?

I get why the mob are sending people to the past to be killed: no body, no crime. But what I don't get is why send them back at all when the person they want killed is sent back, their younger selves will do the same exact thing in the future that causes the mob to kill them which would create an infinity loop. Can someone explain this or is there no explanation?

I guess that makes sense. If they didn't kill them then the older version would seek out the young version and maybe stop them from following that life. Levitt didn't live out the life of Willis since Willis told him about the Rainmaker and his wife.
