Thrift stores are cosplay heaven- you can find various kinds of clothing there, not just modern american clothing you see in malls. You can even buy a dress from there and cut it up for fabric, all at a fraction of the price you would normally be paying.
Mikasa's outfit consists of a basic white shirt and pants and a simple red scarf, all of which i guarantee you will find if you pay one or two visits to your local thrift store. I got all three for about 10$ on my first try. Serious.
