There are dozens of beautiful dresses in anime. Characters wear them for all sort of reasons such as attending opera, magic spells, parties, or just everyday garb.
This page is a list of the Top Ten Prettiest Gowns in anime. The dresses were ranked how they reflected the character/anime, memorability and of course aesthetic. Feel free to disagree with me as personal opinion can get in the way.

Juliet from Romeo x Juliet
In the anime version of Romeo and Juliet, Juliet has been raised as a boy. So in the first episode where she dons a gown for the first time it’s her first time ever being feminine and she likes it. The dress that she wears has a traditional princess vibe to it. It’s pink and has a high collar with long puff sleeves and ruffle layers to it. It’s quite feminine and pretty.
Belldandy from Ah, My Goddess
The main costume that Belldandy from Ah My Goddess wears is airy, flattering and very pretty. It’s has blue over-layer and the underlay is white. The contrast of the more structure overlay and the soft, diaphanous under-layer is very nice.
Presea from Magic Knight Rayearth
Presea from Magic Knight Rayearth is a weapon marker who uses magic to craft weapon. When she makes them she wears this diaphanous gown. It’s very simple but it’s shape, proportion and airy nature makes it stand out.
Ceil Phantomhive from Black Butler
Ceil Phantomhive who a boy wears this lovely dress in episode 4 of Black Bulter. It’s a very feminine dress. It is a very soft pink color and it has a ruffle off shoulder neckline. It has a pick-up bustle and the hem has a ruffle and accented with bows. It’s made complete with a matching that is trimmed with pink flowers.
Princess Kraehe from Princess Tutu
Princess Kraehe from Princess Tutu wears this this black tutu as her main costume. It a bell tutu that has an under-layer of black feathers. The bodice is a plunging neckline but it doesn't read as vulgar, it reads as powerful, dark and graceful.
Seiryuu no Miko (Yue Hongo) from Fushigi Yuugi
Seiryuu no Miko a.k.a Yue from Fushigi Yuugi wears this when she is summoning Seiryuu, a dragon god. The bodice is a midriff and is blue. It’s has a plunging neckline with an embroidered label and long shear sleeves. It has a purple ribbon under the bust. The pale blue skirt is made from a lighter fabric than the bodice. There is something that is powerful and fragile about this which fits Yue’s character perfectly.
Charlotte from Vampire Hunter D; Bloodlust
Charlotte in Vampire Hunter D; Bloodlust wears a white gown with gold accents. It has an off-shoulder neckline trimmed in gold, long sleeve that have a puff and gold accents, and a bustle skirt. It's very pretty and there is sense of delicateness and strength to it.
Faye Valentine from Cowboy Bebop
Faye Valentine wears this dark blue gown in episode 15 of Cowboy Bebop. It’s a mermaid dress and is strapless. The neckline has a slight slit. It’s very alluring.
Haydee from Gankutsuou
Gankutsuou is one of the most beautiful anime ever, so when Haydee goes to the opera her gown is a show stopper. It's white but it has a rainbow luminosity to it. It's adorned with gems of various colors and sizes. The hem is shorter in the front and long is the back. It's a very graceful, radiant and beautiful gown.

Princess Serenity from Sailor Moon is the hallmark princess gown in anime. It’s strapless but has detached puff sleeves. It has empire waistline and is gold circle and beading. The dress two layers of flowing fabric that give it an ethereal quality to it.
