Psychology aside, is biological teen giving birth to baby bad for the mother and daughter?

People usually reach maturity between 17~18, however some people left teen years later, my cousin's girl friend is 21 and still biologically a teen (she is literally still growing in height) . She didn't go to university instead did an apprenticeship to become a hair dresser, leaving school half way through high school, they have been together for 2 years and are talking about having a baby, but she is still biologically a teenager. If a girl with a teen body giving birth give birth could it lead to complication for mother and child?
