Or should kids not be allowed to say anything even resembling a swear word. On the other hand, would you say it's alright to let kids use actual swear words?

oh my I never knew "freakin" was a swear word.. whoops vocabularly amendment needed

I think if they get into the habit of using certain words when they're upset, then they should learn words that aren't cuss words.
My 11 year old boy has recently started saying freakin or fudge, I suppose it's more acceptable than the words you know they're thinking of.
I don't see why not since at some point they will learn them anyways.

How could you possibly stop them? Why waste your time trying? All you need to do is explain which ones are not okay to use in Sunday school or in front of their rich grandmother.
Anyone should be allowed to say anything.
