I'll go with a stuffed animal. I got plenty of those growing up.
Perhaps a little sister or brother? No I wouldn't wish that on you, unless you want to giver her one of course. Children that age are fairly easy, Surely clothes are always a hit, and at that age always needed. They grow so fast. Dolls are great, and the standard domestic fair, like toy stoves and grocery caskets with plastic veggies. Some might think me sexist for suggesting them but my daughter played with hers for hours, with my son so they both learned a lot.
Kids that age are easily entertained though so don't feel like you need to get too fancy. A card board box is a wonderful toy. I've never seen a child that didn't enjoy playing in one. Not sure I'd give it as a present exactly but it shows that it takes a lot less than some parents think to please a small child. Then again it might explain why my kids always gaze at me with that "What was he thinking?" look even today.

When my daughter was that age I found the best gift was to give her my undivided attention doing whatever she wanted that day. Children that age love to spend time with their parents and when you take time to make them feel special, it's just that much better for them.
When my daughter was two, I got her a plastic wendy house. She loved it. In the summer months it was in the garden, and when weather was not so nice, it was indoors. She absolutely adored it and put her little teddies in it for tea parties. She even ate her breakfast and lunch in it. Some of them are inexpensive. The one I bought was around £20 and lasted for years.
This age is wonderful! It is a great time for imagination. I would have to agree with GPAGE. That is why I voted her up. Combine this with an age appropriate book to match her costumes and you enriched her imagination while building a literary foundation!
