Yes, all-purpose flour will be fine. You just need to adjust the amount of flour as follows:
For each cup of cake flour the recipe calls for, use:
3/4 cup + 2 tbsp all-purpose flour
2 tbsp cornstarch
Yes, you can use any kind of flour to make a cake although the taste of the cake may change, it will not taste the same with different flour.
