The first problem with your question is that it's not the government's job to distribute wealth! That is the job of the people, by the people, for the people, who buy and sell...thus distributing wealth.
Does anybody remember what capitalism is?
Secondly, you used the word honest in the same sentence as the word government and I sadly fear that is a complete oxymoron.

You can trust the government to waste your money. If you believe that the conservatives are different than the liberals than they own you. They tell different stories but they sing the same song.
Redistributing wealth can be, and is in practice, one of the aim of the government. Depending on the social values the party follows, different countries and different governments will value different things and will want to redistribute between different groups of people. Typical example is to redistribute from rich to poor. We can argue whether it is effective and efficient or not. This process is done from the money collected in taxes and redistributed e.g. through social transfers such as benefits to unemployed. There is no doubt that some of the tax revenues are used to cover the costs of running the government, i.e. costs of buildings, personnel, and so one, not to mention the healthy salaries of politicians. The bigger the government, the more taxpayers' money will be needed to cover its costs. In recent years, for example the British government has grown substantially. Whether it happened in US I don't know. Given the size of the stimulus package Obama issued for the collapsing banks, my guess is, the US government is pretty big.
The government has no business ever using the term "spread the wealth" it is a marxist phrase and does not belong in the american language

The Constitution says that no person shall be deprived of life, liberty, or property, without due process, meaning a trial and jury. At what point, after having gained wealth, does the Constitution no longer apply, and they're free to be looted, their wealth taken?
