Who do you feel is more to blame for the state of affairs in the US, the President or Congress?
A year ago, I would've said Congress. But now I am going to have to say neither and leave the blame for the elite few, which are the ones who control the money. If you control the money then you control everything else.
It's probably a little bit of both.
However the President is little more than a figure head with an agenda. Nothing happens unless congress passes a bill.
Naturally the president tends to get more blame because he is "the face" of the nation. We as a nation also tend to have short term memories. It's not as if 2007 and 2008 were the best years for the nation's economy. There is enough blame to spread around from greedy big business, power hungry politicians, to ignorant citizens.
We tend not to acknowlege a problem until it lands at our front door.
It doesn't matter who is in office our nation thrives on "gridlock". (The job of any opposition party is to oppose the party thats in power). Just as George W. took his hits so must Obama. It's always been a case of "party loyalty over what's good for the country as a whole."

Both parties are going to spend your money!
It's either going to be on social programs or war.
Congress is a social club for multi-millionaire elitist politicians on a power trip. How else can you explain someone spending $150 million dollars (of their own money) for a job that pays less than $500k! I think it's naive to believe it's an "altruistic move" on their part.
As the kids say, "Don't hate the player, hate the game!"
In fact the only real game is "Looking out for #1" no matter who is in office. No one can look out for your interest better than you!
Congress. We face systemic problems that live on beyond the administrations of any given president. Also, people in Congress can become entrenched for decades, and their individual interests take precedent over any term-limited President. They also control the purse strings, and neither party seems particularly interested in making the tough choices necessary to get our budget mess under control.

Congress. The President could be reined in by Congress if Congress really had any interest in doing so.
But the real problem is that most voters are ignorant, stupid, and venal.

Over time, the American public has blamed the sitting President for far too much of what comes through Congress. Granted, in the end, the buck stops with the President so most of them accept the criticism. Congress holds the purse strings and is responsible for the budget. Fiscal responsibility begins in our legislative branch and should be sustained there. The President has veto power but that can only have so much impact. In our current situation, the Democrats took over majority positions in both the House and Senate beginning with the 2007 term. In doing so they logged one of the highest deficits of all time in Bush's last year in office. The 2006 deficit was substantially lower. That trend continued under Obama and may have been somewhat put into check with the last mid-term elections. Only time will tell. At least in this last election, the voters did hold the responsible parties accountable and should continue in that direction until we become a country that lives within its means and stops wasting taxpayer dollars.
