Why are there so many Hubs thrust at me by people with no ENGLISH skills at all. And I mean NONE!
Why are people being allowed to write hubs who OBVIOUSLY have no English Skills? I like the new home page idea of presenting me with new hubs by some randomly sampled number of people from around the world. BUT REALLY! I think that they should have some idea how to construct a sentence. OK, I make grammatical mistakes, and I am embarrassed when I go back and see them glaring at me. Well, I'm probably one of the guilty ones! I suppose that people are doing their best or working under time pressure or are not writing in their mother tongue or all three, and I suppose that they should be given credit for trying?
It would be nice to have hubs that are fantastically well written but to what standard and I wonder how it can be achieved. Any ideas?

Perhaps there is a problem with hub writers not self proofreading their work before submitting it. Lately, I have been making it a habit of non publishing my work first. After I know it is reasonably OK, then I submit it for publication.
It is clearly stated by HP that writing in English is a condition of joining HP, but not enforced as much as it should be and that brings down the whole site.
The new homepage makes it easier to flag non or bad English hubs, however.
Speaking conversational English and making yourself understood is one thing, but mastering the grammar and sentence structure is another.
I like the international nature of the internet, and also appreciate that English speakers are often lazy at learning other languages, but HP is an English language writing site.
It is not uncommon for people "hire out" writing to countries that use English as a second language. They aren't looking for QUALITY work but looking for QUANTITY, either for SEO, marketing or some other game.
Then again, I am sure there are others who are actually trying to use and learn the language. Good for them, I say!
Although I really enjoy reading articles by authors from other parts of the world, and learning about different cultures, I am a strong believer that HubPages should institute a system , much like Ezine, that reviews content for, among other things, proper grammar before being allowed to be published.
Your responses are good and thanks. But, I am not talking about "i before e" or leaving out a "to" or "and" etc. I am talking about text that is in such disarray that you don't just trip over a mistake, the words actually make no sense when read together. Some are so bad that even though the spelling is OK (spell-check I assume), the article is really incoherent. As I said before, I make major errors on my first drafts, but I do come back when they are "cold' and proof my work. It is just such a distraction to see these being force fed to me on this new home page.
It sounds like your describing a poorly translated hub, or an article that was created using Spin software. You should flag these articles, and if the moderators agree with you the hub will be removed.
I have come across hubs like this and they are generally created by members who have only been here for a very short time. They create "dummy" profiles and submit articles promoting something, or they create hubs with links back to another site that promotes a product or service.
I wouldn't DREAM of censoring people who struggle with English but who seek to participate in Hub Pages, nonetheless......
Consider, for example, if Jesus, Hisself wished to make a Hub. His language was Aramaic. Would you have His submittal removed if He were to write: "Bee kynd and luv one anuther"????? Lousy English... but you get the message!!!!
