Do you have to have both ad-sense and hub-pages ad program?

Yes, I find that having both increases your revenue. Hubpages ad is good because you earn based on how many people VIEW the ad while Google Adsense gives you money based on how many people CLICK the ad. Please be aware that clicking or viewing your own ads is against the rules (TOS) so your account might get banned. And do not use proxies or certain automated tools to artificially increase views or ad viewing - eventually Google will ban you.
I have both. I don't make any money. So, I can't say if it is a good thing or a bad thing.
You can shut off Adsense and only use HubPages ad program but you need have Adsense to start off, which it sounds like you have already done. Here are some links for further reading:

thanks for the info everyone, it really has helped. The thing is that when i didn't have hub-pages ad program on, i was making money off ad-sense with clicks, but since i joined hub-pages ad program i have had no clicks or impressions on ad-sense account its completely dead, why is this?.

Is it true that the 60/40 model only applies after HubPages pays their expenses? Because I have expenses too... I don't see why we should suffer because HubPages wants 40% to be pure profit AFTER their expenses.
