What is the minimum words I must write before my hub to be published?
Personally, it depends upon the topic or the article that I write. If it is a little bit unfamiliar or too scientific, I use liberate amount of words in order to convey my point clearly to my readers. However, be careful with the word 'liberate' because you wouldn't want to end up writing a hub full of redundant statements. Just do your best to keep it straight and concise. Here in Hubpages, the topmost priority is the CONTENT of each published hub. I think worrying about the number of words per hub should be your least concern.

I have a sense that the mobile community is growing to the point where I think Hub articles over 1000 words are likely too much for those reading from a phone. I am of the mindset that I need to write shorter ones, say in the 500-800 range. Thoughts?

If the minimum words for a hub is set 200 HP will get rid of a thousands of sub-standard contents automatically. No hub should be allowed to publish until it has at least 200 words. If possible 300 words. Poems can be the only exception.
