    How long it will take the address verification mail of adsense to reach you address?

    It should only take split seconds. If you haven't received your e-mail verification link. I would recommend you check your own e-mail address and confirm that you gave google adsense the exact e-mail address.

    Google AdSense tells us that we should allow 4 weeks for the address verification mail to reach us but in my case, I received it within three weeks.

    Yes at last me also got address verification postal mail. Me also got it in my third week. I was thinking that I will get it in first week. In India it will take around three week depending on your area, it may vary. But even if you do not receive, you can request for mail two more times. Even after that, if you are not able to get the mail Google is providing some option to send your address proving docs to Google, so that Google can verify your address. So no need to worry even if the mail hasn't reached in first attempt itself.
