    I doubt it, many humans are susceptible to it as long as there is something in it for them. Corruption seems to be a human trait that many can't resist.

    I have never seen a country that has no corrupted politicians and government officers. People, no matter how high their social echelon can be, will always be people. When people do not detach themselves from temptation, then there will be bound to be corruption.

    I am an optimist but still having lived in many countries and various cities, one common factor I have found is: corruption at every political level in almost every community.

    It doesn't matter if a country is a democracy or a dictatorship, no system has proved successful in weeding out corruption completely. It seems that in many places, politics is seen as a lucrative career choice because of the possibility of  kickbacks and bribes. For most budding politicians, these are the perks of the trade and par for the course. In most countries, politics is the only sure shot way to becoming wealthy over night. 

    I am afraid, at least in our lifetime, politics may never be corruption free.

    The only way I could imagine free of corruption is if there is an honest monarchy.  The King/Queen would have to be tru to their word and the ruler would have to be open with the people.  The rule would also have to have a well thuoght out checks and balance system implimented.  The rule would have to be empowered to take what ever action is necessary to get the job done, at the same time they must have excellent judgement to respond to each sitution.

    I think it is possible, but difficult because too many people re selfish.
