It depends on the type of business and where it is located if your decision is based on current market trends. But the best time to sell a business in general is at its peak of profitability. Most businesses are valued based on their current client base and income, this is a reason why you find many business boosting their advertising efforts, laying off employees to show an increase in profitability right before they sell.

The best time to sell a small business (I've managed the sale of several hundred small businesses) is when the combination of these factors line up: Personal desire to leave the business, favorable tax treatment on sale proceeds, reasonably profitable recent history. low interest rates (lower interest rates means a buyer can afford to pay more). Those factors will likely yield the best price and terms for a sale.
