Confidence applies to oneself, not to its object. If you believe in the devil, you strengthen your concept of the devil, not the devil per se. If you communicate your confidence to others and they internalize it, then you may, or may not depending on who it is, strengthen or alter their idea of the devil, but you still do not strengthen the devil itself.

I doubt it possible that any human belief is sufficiently important to affect the devil's belief in himself, so I would say no. Think of it in terms of your shoelace. Whether or not it believes in you is hardly your first question in the morning.
It's not about the devil's belief in himself. Belief is spiritual energy. It may affect/add to his energy not his belief. Some of us can sense or feel the "vibe" or energy in a room or of a person. It can make us feel strong, good, anxious or calm.
No more than any other spirit, including the ones we might consider good, would feed on human emotion. Nietzsche proposed a similar idea: God exists only as humans believe in Him, He is in effect our creation. Your idea is similar.
Similar, but not the same, and from a different perspective, and point of view
I believe in the power of Satan as it pertains to individuals that become disobedient to the vision of heaven. I do not Strengthen Satan because I possess self-control. Satan easily tempts and gains strength from individuals that lack self-control. Therefore, your question pertaining to agree or disagree cannot be answered through belief alone.
Belief in Satan by itself does not Strengthen Satan. Satan himself masks himself as an angel of light within the darkness so that he can entice the weak. This leads to lawlessness in accordance with how Satan works his temptations on the distressed. Satan uses a display of evil power through signs and wonders that serve to sway the weak individual.
The social welfare agenda currently on display in many nations of the globe provide Satan with a squeamish theatrical occult where distressed individuals are easily bound due to weak self-control. This evil cannot remain hidden forever because it is seen as opposition to good deeds that are obvious to all mankind.

Therefore, I believe Satan is the only power that can Strengthen Satan.
