   Can I translate hubs of others to my mother tongue and make a blog from it ?
   
   I want to make a blog about computer and its idea is depending on surfing the internet, finding any good hub or article that is related to that topic, then translate it and post it to my blog with mentioning that it is not mine and may be I will put a link to the main article, so I want to know if that is legal or not, and the more important thing is it ethical or not?

   HP is not a blog if you are referring to HP.    All articles published on HP  have to be in English, proper English.
   
   If you want to put your article in your native language, put it on your own website or blog.
   
   NO!  You cannot copy the work of another person and put it online anywhere. You will get shut down and banned by HP if you do it here.  Adsense will shut you down.  Google will shut you down. And if the writer wants to pursue it, you can also be sued for stealing content.

      No, you cannot copy the works of another and post it on your blog or website, or backyard sign   It is called Plagiarism, stealing content.

   No. What you're describing is a copyright violation. The content belongs to the original author, You do not have the right to repost their content, regardless of which language you use.

   No. Any reproduction of a hub must be done with the author's permission. At most, you could just post the link. But copying the text on to your own personal blog, even if it's a translation, is a rights violation. And most authors don't appreciate it because it siphons traffic away from their articles (which don't make much as it is).
