In a way I think this is a good idea, however, it may cause more problems... for example, if someone rates a hub down for poor quality, then the poster of the hub, or others that disagree with the honest voting down will most likely ask why, and pressure the initial rater. This may event in more heated arguments...
Aside from this possibility, I think a way to prevent false flagging is a much needed thing. Also, for those banned, an option to send an appeal to HP staff who are responsible to take evidence to support or not to support the appeal. I don't currently know what options are available on this front.
Once upon a time HubPages used to show in the stats the number of up and down votes for each hub. But if people got even just one down vote (it didn't matter how terribly written and presented the hub was) they'd make a post about it in the forum.
So if it were seen to all the activity of hubbers who do make an effort to report spam, low quality hubs, and other things that HP HQ need to police the site, can you imagine how many forum threads there'd be? And not to mention reprisals and backlash?
If I were to report a spammer which caused them to get their account closed down (and deservedly do) and they found out it was me, what would happen?

I don't think it's a issue. Don't the Hub Admins review any reported issue first and make their decision based on the rules?
If it's all out there, people will be worried about retaliation and all sorts of tricks.

i have seen this time and time again: people get into fights in forums then start rating down or flagging hubs, and because they are anonymous, it causes all kinds of problems for innocent people because the injured party can only guess at who the rogue flagger is. i say take away cowards' anonymity and it would clear up a lot of problems.

Man, I must be really naive! It's hard to imagine adults rating down someone's hubs out of revenge.
It makes me wonder whether it is worth the bad payoff at all. Maybe better not to do the forum at all, if this is the case.
I think you cant please all of the people all of the time, so rating down as revenge tactics is going to happen sooner or later to us all - someone, somewhere is at some point not going to like us. I dont think we should have rate up and down at all, because it doesnt represent quality - especially when someone doesnt agree with what you write! This might have nothing to do with quality!

if it doesn't, i will relax a little, because i worked hard to get my hub score and would like to keep it.
and as far as 'innocent people', a couple of months back a certain hubber got it into his head that a certain other hubber was flagging his hubs because he had a disagreement with them in a forum and shortly after that, still another certain hubber began flagging and rating down his hubs and he went all over HubPages alluding that the certain hubber he had the disagreement with was the culprit, which wasn't the case at all, and which would immediately have been resolved if the rogue flagger had no anonymity to hide behind.
I get where you're coming from. Honestly, if you go into battle in a forum you need to handle yourself and not go crying to anyone 'cos you got a scrape and it huuuuuurt.

i agree about anonymity but i see now, after further thought, why HubPages keeps that sort of thing out of the hubtivity. they want to keep their site clean and positive, and seeing down-ratings and flagging on the Hubtivity wouldn't look very good, so, never mind
Why do we even need a 'down' button? Either rate it up or don't. It seems particularly mean to go out of your way to give a big thumbs down.

I don't know if i would be able to give a thumbs down to any hub, no matter how bad i may feel it is. I just can't because i feel they must have put in an effort to get the hub up and probably did their best. I'd rather just click out than flag. Its just me. I wouldn't have the heart to do that.
I only flag hubs that are spam, are copied from others and otherwise break the TOS. I don't flag based on quality (unless it's less than a paragraph).
I only flag hubs that break TOS as well. But there is no way that I would do that, if i were opening myself up to the likes of a spammer or other deviant personality.
I use my real name and location. I would refuse to jeopardize myself and my business to any type of revenge or online flaming. It gets way too personal too fast. Take a look at some of the topics at HubPages, if you doubt this.
