When I was naiive, that would have been a straight-forward, no-thought-required answer: yes. But now, there are so many other factors to consider: surroundings; what it is that the stranger needs; whether it's day or night. Now all that being said, I have had strangers approach me for money for food; I maintain a strict policy - no cash - however I have bought food for a person who said they were hungry. Another time I helped a blind person who had horrible hygiene, onto the bus and showed him where he needed to go. My first thought - AlWAYS - is to help. But I make sure it's a safe situation before I do.
