There's definitely a bigger concern with marketing. The chemicals placed in many of these products are known to harmful, but that won't stop companies from making them. The main thing is appealing to the customer in as economical a way as possible. Many of the scientists involved with making scented cleaning products for appliances, counter-tops, etc. also make products for skin care.
Ultimately natural is the best route for hygiene, but companies are going to make what appeals to people and since people don't mind chemicals that help them freshen up, that's what's made. I'm not against companies doing that, but for me, I use natural products simply because my skin reacts better to them.
