Small hole on arm, now its brown?

My husband noticed a small hole on his arm the other day. It looked like it was a small burn mark but it was not red, didn't bleed and didn't hurt. Now, a few days later, there's like brown colored skin(?) over it. Could this be a new mole? Its pretty small and almost completely round. I can't find anything on the internet about it. Its on his forearm right over a tattoo he has had for a long time.

It didn't hurt him at all before it was brown. When it was just the hole. I put peroxide on it anyway and it fizzed up so there was bacteria on it. The next day is when it turned brown, so maybe it scabbed up. It doesn't hurt & hasn't gotten wors
