How do you burn off weight from the waist and tone up your abs without going to the Gym?

Is there a good basic training technique for reducing waist size without great expense?

You cannot spot reduce one area of fat deposits on the body at the exclusion of other areas. You lose weight mostly evenly throughout the entire body when burning off fat.

Probably the easiest way to lose wight would be to simply walk. Buying a pedometer that keeps track of how many calories you burn would be a great help in this regard.

I agree with Tcaro but you can work on toning your waistline with exercise which will help the shape. When exercising you will burn extra calories which will help you lose weight faster.
Walking is a very good form of losing weight as you can usually do this without putting too much stress and strain on your body.
If you are cutting down on food remember to drink lots of water.
Finally if you don't want to go to the gym start with sit-ups you can do these anywhere and there are several types that can be done. Read up on these first though so you don't injure yourself. I am sure there are plenty of good hubs on this topic. Good luck.

There are so many "diet regimens out there, it's hard to sort out fact from fiction.
There recently was an actual trial that was ran on Raspberry ketones to help burn fat. A natual supplement, combined with CLA to increase metabolism. A fairly cheap, but effective supplement. Among the other recommendations are increase water intake, and fiber. Obviously increase activity as well. I follow Jillian Michael 's work out videos. She has quite a few that target abs, and has had a lot of good reviews. Jillian Michaels: 6 Week Six-Pack
Yes crunches are included, because they are effective.
I have written an article on weight loss, explaining Raspberry Ketones.http://artist101.hubpages.com/hub/Dr-Oz-on-Natural-Weight-Loss

My favorite programs are done at home. I don't like the gym. I found a home weight set with everything I like to do in the gym. I also have work out programs by various fitness experts. Find which programs you like and which trainers you enjoy working out with. When you find a program you like, you are more likely to stick with it. My church ladies get together three times a week and exercise together. This is nice since there is no expensive gym but yet a work out happens. My fav AB burner is side crunches and sit ups. When I exercise, I eat better therefore the body I want happens.

Practicing yoga poses at home and following a diet which has more vegetables and fruits is a good idea. It is also important to remember that whatever we eat after 7pm settles around the waist and thighs. So it is a good idea to eat before 7pm according to naturopathy.

I have written a few hubs on Yoga Poses for Hips, Legs, and the Spine. Most of them help to firm the abs and waist.

One very effective pose for the waistline is the Half Moon Yoga pose where you stretch and bend sideways on both sides. See my latest hub on Standing poses for more ideas. Hope that helps. I too have a similar need and that is why in the course of finding a solution I wrote so many articles on yoga poses!

I have been going to the gym regularly for 3+ years. With that said, the best thing I've ever done to reduce my waist size and improve the appearance of my abs I did in the comfort of my own home. I am a member of several "training/workout groups" In December, one of the groups posed an optional challenge to all members. It was the 15k ab challenge. Basically the idea was to do a MINIMUM of 500 ab exercises everyday to reach a goal of 15,000 for the month and log your count for the day on a community spreadsheet (for accountability) The exercises could be a variety - situps, crunches, scissor kicks, bicycle crunches, etc. Take a before and after pic to track progress (I did a day one, day 15 and last day pic). In the beginning, 500 a day was extremely hard but by the end of the month, I was easily doing 700-1000 a day. The difference in my abs was incredible! As far as burning weight from the waist down -  run or jog. Be consistent and you will get results.
