Can my medical topic Hubbers shed some light on a recurring skin condition?

For the past 26 years I develop a small patch of itchy bumps on my chin every time the seasons shift. Doctors over the years can only tell me it's an allergy. Or sometimes they dismiss this as 'contact dermatitis". I've googled and all I know now is that I am not alone. Others describe the exact same condition, but on different parts of the body. Chin, Chest, or abdomen. It resembles the rash of poison oak but does not spread. My glands in my neck or under my chin swell and have a fever while the rash is present. No cream 'cures' it, though alcohol or bleach dry it out faster.
