As examples - people with vision corrected via eyeglasses or contact lens to below 20/200 are not considered visually impaired; people with high blood pressure or diabetes controlled with a combination of medication, exercise and diet are not considered disabled. But, if those same people refused to follow recommended treatments, they would have difficulty functioning.

Sometimes, non-compliance can be an indication of disability. Some people are disabled because they cannot physically or mentally take care of themselves. Suucidal thoughts can be disabling. Wanting to harm oneself, or others, etc.
