I'll go for the person who arranged the second set of stones. This person paid attention to color, both hue and shade, as well as height and number of stones. This indicates a broader mind and wider interests. I think these qualities are more important than making a single great achievement.

This is true that simplicity gives us happiness. At first place we should not condition the Happiness.
To start in reverse... No. 3 is trying to be too elaborate and is trapped by ego... No.2 is still trying too hard in various ways.... so No. 1 is happiest. Free in the moment, not trapped by mind games.

I'll probably ruin the answers for everybody else. The answer that you give gives a reflection of the person who is answering the question.
First of all, it is a speculative question because we don't know the answer. Or maybe I should it is not a factual question. Happiness cannot be measured.
I remember when somebody told me that "The best dancer is the happiest". He or she can be terrible to look at, but the happiest... Maybe in the happiest compared to his own other states of mind.
We can say that person #3 has more time and patience and like vertical things. Towers being a masculine symbol.
Besides, the photographs are not shot from the same distance and not with the same lighting.
Every photograph alone can be a subject for an essay, but their comparison? A novel.
I would pick the second photograph - for lighting, the presence of colour, the medium size of the structure (not to small, not too tall). Maybe too tall (#3) tells us a person is a show off and a super achiever?
What I like about the third one is the Dawn and asymmetry, the tower does not dominate the shot.
P.S. Not to hurt the feelings of the person who asks the question
the correct superlative term for "happy" is "happiest" not "the most happy".

No.1---- No.3 is saying, " I've got a lot of stuff and as I get more and more, it gets even harder to balance." No. 2 says," I'll just sit back and watch No.3 and when he falls over, I''ll know how to balance better when I get all that stuff." No.1 is saying," I'll just sit here, all little and cute and look over this beautiful ocean that's in front of me and appreciate today and not worry about tomorrow. I am thankful for what I have and that I don't have to put so much time and effort into trying to be something I'm not. In the end, No.3 will fall, No.2 will be frustrated always trying to catch up, and me, I'll be sitting here enjoying another beautiful day at the beach, just like yesterday. Absolutely, NO.1 !!!
