Functional Historic Preservation for Economic Revitalization

Updated on January 28, 2013

Economic Revitalization with Historic Preservation Element at Hometown USA

Economic revitalization is a priority topic for many communities, ie, hometown USA today.

Community developments that combines "green living arts and science" with historical preservation is a good choice as a key focus on the project development side combining the necessary infrastructure for knowledge economy infrastructure of education and training facilities from today to tomorrow.

How can this be done in an affordable way ?

Historic Preservation Today adds Functionablity and Green Living Elements

No, there is no "magic" one shoe fits all formula. And while wise policy that avoids the destruction of violence and war to bring more resources on the home front challenges of community revitalization and sustainable America motivation, tools, and resources, policy by itself is not enough. Overcoming the barriers of wise policy to actionables on a community level requires necessary community spirit building and community service leadership as important elements.

Historic preservation in this generation is not just converting an old planter mansion to a museum for tourists. Though a few such historic preservations would be a logical choice, by far the most historic preservation opportunites may be realize the value of an old school in a declined neighborhood or a closed factory in old town that once provided jobs to many but now need a new functional definition by creative thinking combined with economic value as part of economic revitalization now.

Community Spirit is when the community is part of everyday living

Community spirit of Hometown USA as we have recently discovered can be important catalyst to revitalization combined with historic preservation, linked to transportation innovation important to move from a automobile “everywhere” to other alternatives that encourages green living styles and quality of life in everyday living.

Tools , Resources and Success MOdels for Community Revitalization PPP

Not four hour traffic jam exhaustion everyday combined with an 8 hour workday that drains energy and quality time with loved ones, kids, elderly parents, and friends in daily living. This 12 hour “life style” must be transitioned into a “green living” live style by economic revitalization and quality life style of everyday living from today to tomorrow as possible.

What are some tools and case studies of such economic revitalization combined with historical preservation that might serve as thought process for economic revitalization and functional historic preservation projects at hometown USA ?

Tool and Resource Topic 01: (01) Private Foundation grants linked to National Trust for Historic Preservation

Discussion: This is an interesting model and variations are possible. Starting point may be to identify one or more private foundations that makes grants for a community to get such revitalization going. I examined several such models, but typical partnership for National Trust for Historic Preservation is a large corporation who offers grants to a number of different communities across the nation. One such a model is HGTV and Historic Preservation National Trust Partnership with 11 states across the nation, one in each state.

Another example is Surdna Foundation. They have made grants to such a non-profit as The Americans for the Arts to strengthen the arts bridge to community revitalization that is an attractive success model. Depending on the location of a Hometown USA, a brief research at the public library access to Foundation Center info, will help to identify a “good fit” list of foundations for the PPP to consider for applying for a development grant to get the ball rolling for community revitalization process.

Search “HGTV's Restore America Community Revitalization Grants Awarded to 11 Projects Across the Nation” . For those who are members of Historic Preservation National Trust, this option may be viable option.

Tools and Resources Topic 02: HUD Hope VI Program

Discussion: The Hud Hope VI program is somewhat controversial thought it has existed for more than 20 years based on housing improvement with variety of choices via "rent vouchers" for residents of the most troubled public housing projects in USA. Demolition of such project and large scale relocation often is a characteristic of this program to mix-income housing developments.

While the program has attractive features, one for one replacement unit is not a characteristic of this program. Does demolition of a large housing project may lead to loss of housing and forced relocation for the poor that is troubling element.

A "policy debate" on Hud Hope VI is encouraged among today's college students to see how this existing HUD Hope VI can be modified and improved in future.

Tool and Resource Topic 03: Community Development Financial Fund (CDFI)

Discussion: The CDFI Fund was created for the purpose of promoting economic revitalization and community development through investment in and assistance to community development financial institutions (CDFIs). The CDFI Fund was established by the Riegle Community Development and Regulatory Improvement Act of 1994, as a bipartisan initiative.

This is a U.S. Treasury directed funding process and provide a good opportunity for funding source consideration via Hometown USA PPP process for consideration. I have examined the records of funding in the past several years by this agency, some states or specific region has received considerable more funding than others, likely due to need and quality of applications submitted for such CDFI funding.

This option can be a value added for many Hometown USA PPP in America who has past the stage of community development protocol as necessary prerequisite for funding from CDFI. CDFI requirements are listed on their website . Search
