Apparently this photo has become quite popular after being pinned on Pinterest (which is where I found it), and the mother has been inundated with emails about how she did it. She provides a brief overview of the Photoshop tricks she used and then offers a look at the unretouched "before" shot of the family on this page.
Even if you're not proficient in Photoshop, you'll want to check our her blog for more information. Then take a look at the untouched image for some ideas. You could create a similar background effect by using adhesive numbers on a wall similar to the one they used. To finish the card, you could upload the image to a site such as Zazzle and create your own card by using their tools to add the "Dear Santa" text.
Another idea is to go with the "We can explain" theme and show everyone in handcuffs, in front of the police station, etc.

What I like about this image from Coolest Christmas Holidays is that you don't need any special editing skills to create the effect. All you need is four people and some flexibility.
