Is Jack Really the Main Antagonist of the Zou Arc or Someone Else?
In One Piece manga chapter 805 we got to see that the Mokomo Dukedom, the Mink city, is in ruins. Wanda reveals that Jack is the one responsible for the attack.
Jack is probably not the main antagonist of the Zou arc, but X Drake is. Wanda clearly told Luffy that Jack attacked the Minkmen tribe. So why would Jack not be the main antagonist of the Zou arc? Simple - since Jack is no longer on the Zou island.
The main reason why Jack is no longer on Zou island is the timing. While exploring the city, Robin found out that the attack had to be recent because of the signs of life still left there. But we know according to Wanda that it all started less than half a month ago.
Even more, we know for a fact that in manga chapter 801, Jack was trying to rescue Doflamingo from the Marine at the same time the Straw Hats and Bartolomeo's crew were sailing to Zou. And, in the manga chapter 802, the speech bubble showed that the Straw Hats arrived to Zou after one week of sailing.
That means that Jack tried to rescue Doflamingo one week ago, and therefore, could not have been on Zou at that time. Also, if we take into account that he may have returned to Zou, that means that he would need to sail for one whole week just like the Straw Hats and would arrive on Zou at the same time when Luffy and the others did.
If it was not Jack, why X Drake?
We know that both Jack and X Drake work for Kaido, whose two main goals are retrieving Doflamingo and taking Caesar Clown because they were the ones producing SMILEs which he needs for his zoan army. He obviously sent Jack to rescue Doflamingo, which we saw in One Piece chapter 801 and probably sent X Drake to bring back Caesar Clown.
He most likely knew that Caesar Clown was with the Straw Hats hiding on Zou, so he went there. In manga chapter 805, there is a whole panel dedicated to an object that has the form of and "X". The object doesn't seem to be of any importance to the story, so why would it get a whole panel? Also, later we have slash marks on the buildings (the panel right after the X-shaped object), which show that the claws had three "nails" judging from the three-striped marks. That description fits X Drake perfectly, since he has three nails in his Zoan form.
But why move Jack away from Zou when he's already there and not send X Drake to handle the rescue of Doflamingo? Jack is obviously very strong since he is confident that he will rescue Doflamingo despite there being three Vice Admirals guarding him. Also, Jack was already relatively near Dressrosa since he was on Zou and would have reached Doflamingo faster than X Drake. Time was of essence since they had to rescue Doflamingo before he reaches Impel Down. Kaido then sent X Drake search for Caesar on Zou.

I don't think that two possibly foreshadowing panels for X Drake are next to each other for no reason. Better yet, I think they amplify each others foreshadowing. Also, it's about time Luffy meets a fellow member of the Worst Generation and since X Drake is affiliated with Kaido he is a good candidate to be the one Luffy sees next, meaning that at the end of the Zou arc, Luffy will either fight against X Drake or join forces with him.
