    I not sure if you mean by the power they have or how creepy they are.  So I am going with creepy and saying Hannibal Lector in Silence of the Lambs - he was creep and sort of unstoppable.

    Not sure I can answer that question.  I can say my favorite for each hero.
    Spider-man is Venom
    Batman is Joker
    Superman is Lex Luther
    Fantastic Four is Dr. Doom
    Green Lantern is Sinestro
    But to say greatest is really hard.

      I think Magneto has overall had the greatest grasp over his hero.  That is just my opinion though.  There was a personal level there that went way back.
