It's not actually a job, or blogging. It's an article platform, and you can get paid royalties depending on the kind of traffic your articles get.
You would first have to write some high quality content. Then after a few months and after you get a good 20 or so articles up, you can apply for Google Adsense, and when you get that you can join the Hubpages Earning Program. If you go to 'My Earnings' it'll tell you how to do all this.
It takes time to build up an audience, but once you earn $50 you'll get a payout. This can take time, but the more you build your content (and the better your content is), the more you market, etc., the better your chances of success.
But don't expect a lot up front-- it can take months or even a year to hit that first $50 payout for many people. It took me a year to reach my first payout of $50; then about 4 months to reach the next $50 payout. It takes time usually to establish yourself (unless you get lucky and something you write goes viral).
I persisted, and really worked hard on providing good quality hubs for my niche, so now I make several hundred per month. Considering I have only written about 3 articles this year, it's been a nice little side income, like having a part-time job without having to work. But it takes time, patience and work to get there.
