The Hollow Chocolate Bunnies of the Apocalypse

In a world where nursery rhymes and toys come to life, a young boy called Jack is off to the big city, Toy City to make his fortune. He meets a host of surreal and weird fictional characters and toys, including Eddie a detective teddy bear who is currently investigating the murder of Humpty Dumpty!
This is a dark weird and strange comedy book that has plenty of great characters, hilarious dialogue and a unique style.
Pride and Prejudice
By Jane Austen
A 19th Century British story of romance and marriage focussing on a young lady called Lizzy Bennett. She is the second eldest daughter in a family of a modest income and with 4 other sisters who need to be to married off too! This is a subtle, heart-warming and very funny story of the comedy behind the trials and tribulations of finding a suitable match in English society.

I love PG Wodehouse and in particular his stories of Bertie Wooster a somewhat spoilt upper-class twit and his faithful manservant Jeeves. Hilarious and timeless British comedy of the upper classes and how everyday people cope with them!
Also I recommend the TV series with Fry and Laurie.
Written in the local dialect which took me a while to get the hang of. But once I did, I thoroughly enjoyed the black comedy of this Scottish inner-city side of life. Irvine Welsh has a very dry sense humor and I recommend checking out his other books too.
Unseen Academicals (Discworld)
Even though I love fantasy and surreal stories, I have only recently started reading the discworld series from Terry Pratchett. I'm trying to read them in order and have loads to get through yet. And I'm really enjoying these books, the funny and weird characters and the whole Discworld he has created.
Another of my favorite comedy authors and the writer of Blackadder TV show Ben Elton has a number of great comedy books.

The Hitchhiker's Guide to the Galaxy

This has been a radio series, a book, a TV series and recently a film. The basic story focuses on a guy called Arthur Dent. Who though an inept and cautious kind of man has managed to escape Earth just as it is being destroyed. Luckily his friend, Ford Prefect who has helped him escape, is also an alien (as Arthur has now discovered), an alien who is on Earth doing research for this said guide book. And now it seems Arthur is possibly the last human left but his adventures are just beginning as he travels the galaxy meeting very strange and funny characters on the way.

Most kids books are going to be funny, but Roald Dahl had a knack of writing unique and weird stories full of childish humor and memorable characters.
Charlie and the Chocolate Factory

Actually there are many Roald Dahl books that I'd recommend as the best children's comedy book. Including Charlie and the Chocolate Factory, The Twits, James and the Giant Peach and the BFG. But one of the best comedy characters for me is Willy Wonka, weird, surreal and very funny, this is why Charlie and the Chocolate Factory is my favorite read.
