For the most part, no. They're not really "just for display". Sometimes they're not all that fancy either (but they're nice enough). They're for guests who need a clean hand towel. People in the family all have their own hand towels (and, of course, bath towels). The "for the most part" comes in, however, because there are now paper guest towels (even better/more sanitary than "special" but non-disposable guest towels). So now, the guest towels are more likely to turn out to be unused. But, they're there for anyone who wants them. I think some people don't want to use the throw-aways because they don't want to "waste" them. Other people don't want to use the guest towels because they think they're "just for looks". Either way, I make sure there's whatever people generally might need available in the bathroom.
