    I vote for over, because if it's the other way someone may have to try to find the end  of it either by blindly reaching for it or else spinning the roll awkwardly.  Besides, over is the way we see it in toilet paper commercials.  I just looks better (for some reason) that way.  LOL

    Over.  Under leads to possible contamination of the first sheets someone else uses.

    I agree with Lisa and dabeaner. I always put mine over for easier access and sanitary reasons. Plus when you get a suite and it's folded fancy they put it over while setting it up.

    Under and I never use the first couple of sheet anyway. I rip them off and drop them in the toilet so that the water doesn't splash up and hit my butt.
